Oxford Blue - Nigella damascena - Annual, reseeds freely;  Ruffled 1in. blooms sit atop tall stems with feathery foliage.  This pretty heirloom can be traced to 1570s England.  It is attractive when dried, also.  The seed pods dry to a papery maroon and beige.  Full sun; plant height: 18-24in.  90-100 days.
